Who needs to comply

Electronics importers

If you import EEE — laptops, phones, tablets, appliances, lighting — under your own brand or for re-sale, EWMR 2022 names you as the liable Producer. Customs Bill-of-Entry data is the audit trail.

D2C electronics brands

If you sell EEE under your own brand in India, you are a brand-owner under EWMR. Even if the manufacturer or importer is a different entity in your supply chain, you carry parallel liability for the brand-named SKU.

Domestic EEE manufacturers

If you manufacture EEE in India, you are a producer under EWMR. Both manufacturer + brand-owner registrations may apply depending on go-to-market structure.

The annual compliance flow

  1. 01

    Inventory EEE put on market

    Pull 12 months of unit-level sales or import data. Aggregate kilograms by EWMR Schedule I category. Empty-product weight (without packaging or batteries).

  2. 02

    Apply recycling targets

    Use the [calculator](/) — pulls per-FY targets from the live rule set. Targets ramp annually; planning at last year's target under-budgets compliance cost.

  3. 03

    Procure certificates

    Buy from CPCB-registered e-waste recyclers. Category match matters — Cat 1 (IT) certificates cannot substitute for Cat 3 (large appliances). Verify before paying.

  4. 04

    Register on eprewastecpcb.in

    Annual registration on the e-waste portal. Documents: PAN, CIN, GSTIN, IEC for importers, EEE category mapping, weight projections. Median turnaround: 14-28 business days.

  5. 05

    File quarterly + annual returns

    Quarterly Form 1A within 30 days of quarter close. Annual Form 2 by 30 June. Reconcile against bills of entry; CPCB cross-references.

FAQs

Are refurbished imports in scope?
Yes. Refurbished EEE imports are subject to EWMR 2022 the same as new imports. The exemption many importers assume exists, does not.
I import phones — am I also liable under battery rules?
Yes. Phones, laptops, and most consumer electronics ship with batteries that are subject to BWMR 2022 separately. You file under BOTH frameworks. Use the multi-category calculator to consolidate.
How much will compliance cost me in 2026?
Ballpark: 60% target × kilograms × ₹35-55/kg market rate for IT equipment. A laptop importer placing 50,000 units (~90,000 kg) annually budgets ₹19-30 lakh in certificates plus return filing costs.
What happens if I miss the recycling target?
Environmental Compensation kicks in at 2-3× the certificate rate on the shortfall kilograms. Plus per-day fines for late filings. Cumulatively non-compliance is 4-5× more expensive than compliance.
